TRADITIONALLY, IN large organisations, the balance between responsibility, authority and accountability has been skewed. As a result, when organisations look to address this imbalance and raise the notion of a relationship or partnership ‘many people misinterpret the intention and see it as their opportunity to have more at the expense of [management]’ (McLagan and Nell 1997). The goal, therefore, is to establish a level of trust and communication so that organisations are more flexible and participative in how they support development and individuals recognise their responsibility in meeting their commitments.
