Popularised in the 1990s, some learning disability care advocates deem it an offensive diagnostic stamp

Challenging behaviour is believed to affect the lives of about 15-20% of people with learning disabilities, according to research. It can lead to significant physical harm to the person or others, home breakdown, significant property damage, reductions to liberty and quality of life, secure hospital admissions and other restrictive practices.
