Loo roll manufacturers can look loveable, so why not the NHS?

Toilet rolls, until recently, did not often feature in my thoughts. Quilted or double thickness, sea jade or oyster pink, their various qualities passed me by, although I had noticed that these days you see less of that stuff in a box whose properties - thin, shiny, scratchy -seemed to buck all loo roll logic.
