COMPLEMENTING EFFORTS to meet staffing needs from abroad has been the return to practice programme, run in collaboration between the Royal Liverpool University NHS Trust and the Liverpool John Moores University for several years. However, since the Making a Difference document was published (DoH 1999b), this relationship has intensified and become more focused.
