Are indifference and apathy to blame for repeated winter crises in the NHS?

Yeeaaawwn. Ooh, sorry. Can't stop yawning at the moment. I blame the winter. It just goes on and on. Endless grey days turn seamlessly into long cold nights, with nothing but the rain drumming against the windows in the mornings to haul us from our sundrenched dreams. I'm with the bears on this one - we should be hibernating
